Clinton Administration Awards $39 Million For Outpatient HIV/AIDS Services


HHS Secretary Donna E. Shalala announced more than $39 million in grants to 94 primary health care service organizations in 29 states, the District of Columbia and Puerto Rico to continue programs that provide outpatient health care and related services to low-income people with HIV or AIDS.

More than $30 million went to 67 community-based clinics and hospitals in areas of the country experiencing heavy caseloads or high rates of infection. The grants will help these organizations continue to provide comprehensive primary health care services to people living with HIV and those at risk of contracting HIV. The remaining 27 grants, totaling nearly $9 million, will be funded July 1, 1998.

The grants will be used for diagnostic testing to determine HIV and immune system status; prevention of HIV-related opportunistic infections; periodic medical evaluation; clinical services to treat HIV symptoms; special services for those with HIV and tuberculosis or other conditions; and referrals to specialty services.

The grants are funded under Title III of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, which authorizes support of comprehensive primary health care services for people with or at risk of contracting HIV. Typical Title III services include HIV counseling and testing, medical evaluation, and outpatient clinical care. Including the continuations announced today, there are 162 Title III-supported organizations in 37 states, Puerto Rico and the District of Columbia.

Other titles of the CARE Act provide grants to increase access to care in metropolitan areas hardest hit by the epidemic, build HIV programs at the state level, help build programs to reach women and other special populations, and support programs to prevent transmission of HIV to newborns. HRSA implements Ryan White CARE Act funding through its HIV/AIDS Bureau, and spends more than $1.1 billion annually for these programs.
